Scope and Content

The Harry Meshel Papers consist of materials dating from Meshel's tenure in the Ohio State Senate. The majority of the collection consists of Meshel's working papers. Slides, films, and audio-cassettes are also included. The collection is organized into ten series. Within each series the file folders are kept in their original alphabetical order except for part of Series 5 and all of Series 6 which are arranged chronologically. Some titles were standardized and abbreviations and acronyms were spelled out. When there was no file folder title one was created. Dates indicate date span of the folder contents. Undated folders indicate that there were no discernible dates within the material.

Harry Meshel was born June 13, 1924 in Youngstown, Ohio to Angelo and Rubena (Markakis) Michelakis. After serving with the Naval Construction Battalion from 1943-1946 Meshel attended Youngstown State University. He received a B.S. (with honor) in Business Administration from Youngstown State in 1949 and in 1950 Meshel graduated from Columbia University with an M.S. in Urban Land Economics. On July 25, 1948 he married the former Judy Lazich. They have two children, Barry and Melanie.

After working as a division manager for Waddell and Reed, Inc. in Kansas City, Missouri, Meshel served as Executive Assistant to the mayor of Youngstown from 1964-1968. He then served as Youngstown's Urban Renewal Director in 1969. During this period Meshel also taught business administration and social sciences at Youngstown State University.

In 1970 Meshel was elected to the Ohio Senate from the 33rd district, serving until 1993. In the Senate Meshel served as Majority Whip (1974-75, 1977-78), Majority Leader (1983-84) and Minority Leader (1981-82, 1984-90). He also chaired the Rules Committee and the Finance Committee. From 1993 to 1995 Meshel served as the chair of the Ohio Democratic Party.

Series List

Series 1 - Issue and Local Files
This series contains subject files and correspondence concerning local areas, events and issues for Meshel's district which consists primarily of Mahoning County. The series includes press releases, copies of clippings, correspondence, notes, programs, reports, memos, brochures, company information, grant applications, proposals, project information, background information, fact sheets, estimates, and grant requests.

Series 2 - Local Project/Development Files
This series contains files on local economic development projects. The series consists of correspondence, copies of clippings, notes, agreements, memos, company information, impact statements, press releases, drafts, investment plans, reports, business applications, statistics, resolutions, bills, newsletters, guidelines, and grant applications.

Series 3 - Workers Compensation/Collective Bargaining
This series contains files on workers compensation. It consists of clippings, studies, correspondence, reports, press releases, memos, recommendations, and notes in regard to Senate Bill 307 and various groups such as American Cyanamid Co., Green Valley Truckings, Coalition for Consumer Justice, and National Electricians Contractor's Association.

Series 4 - Miscellaneous/Assorted Files
Includes brochures, an article from Newsweek on the Youngstown Historical Center of Industry and Labor, and a telegram (July 23, 1980) from Thomas Graham, President and CEO of Jones & Laughlin Steel, to Meshel in regard to sale of J&L Brier Hill Works in Youngstown and the efforts to arrange for donation of Jeanette blast furnace for use as a museum.

Series 5 - Legislative Information
Series Five contains information concerning various pieces of legislation. This series includes 24 notebooks on various topics. The notebooks contain summaries, legislative histories, session numbers, and sponsors and co-sponsors of bills. The series also includes correspondence from the Ohio Legislative Service Commission on various bills and laws from 1971-1993.

Series 6 - "Ohio Senate Roll Call Vote Tallies"
Series Six contains statistics on votes taken in the Ohio Senate from 1987-1992. The statistics show the results of the votes on each bill by political party. Also included is information on the attendance of the Senators at the votes.

Series 7 - Slides
Sub-Series 1 - Senate Members
This series of color slides was originally housed in four boxes of slide carousels each labeled "Senate Members." Most of the slides are in no discernible order and most are unlabeled. The slides are primarily of individual senate members at work in their office, group photographs, and in meetings. There are also slides of social functions and exterior shots of buildings. Some slides have dates stamped onto them, dates include: April 1975; October, August 1981; March 1982; March, April, May, June, October, November 1983; January, February, March, April, May, June, July 1984.

Sub-Series 2 - Miscellaneous Slides
These slides were originally housed in small slide boxes. This series consists primarily of color slides (4 are black and white). Included are slides of Senate members in their offices, in session, and at events. It also includes exterior shots and slides from a Ohio Department of Natural Resources (ODNR) slide presentation. Most of the slides are unlabeled. Some slides have dates stamped onto them. The dates include: April 1975; October 1981; May, June, October, November 1983; February, March, April, May 1984.

Series 8 - Video Tapes
This series includes two reels of video tape, "Scotch 3M 479 Master Broadcast Video Tape." Each videotape has an inventory that includes a listing of scene names, take numbers and time codes for items.

Series 9 - Audiocassettes
This series consists of ninety-nine audiocassette tapes in three boxes. Most of the tapes are from sessions of the Ohio House and Senate during the 1980's and include debates, votes, and speeches. Also included are tapes of advertisements and political commercials. The tapes are kept in their original order and most have their original labeling.

Series 10 - Addendum
This series consists of material received in 1998. It includes correspondence, press clippings, Ohio Senate files, and material from Meshel's 1980 Congressional campaign.

Provenance

This collection was donated to the Ohio Historical Society by Harry Meshel in October 1995.
Initial processing was done by Laurie Gemmill and was completed by Fred Previts in 2001. The Ohio Historical Society owns the property rights to this collection. Whatever copyrights the owner possessed have been dedicated to the public. Consideration of all other copyrights is the responsibility of the author and publisher. This collection is open under the rules and regulations of the Ohio Historical Society.
