The Ohio Historical Society acquired the records of the United Brotherhood of Carpenters and Joiners of America, Local #1438, as a gift of Mr. Edward Tock, business manager of the Youngstown local, in 1990. Jack Ballard processed the collection in 1994. The Ohio Historical Society owns the property rights to the collection. What rights the donor possessed in this collection have been dedicated to the public. Consideration of all other copyrights is the responsibility of the author and publisher. This collection is open under the rules and regulations of the Ohio Historical Society. This collection consists largely of business records of the Warren local of the carpenters' and joiners' union. Included are bound volumes of secretarial and financial records and photographs, and engineering drawings. The records cover much of the history of Local #1438 from its organization in 1916 until shortly before its demise in 1988. With roots in the state's history through its parent organization, the United Brotherhood of Carpenters and Joiners of America, and its affiliated organization, the American Federation of Labor, the local set its own history in the Mahoning Valley as the carpenters, millwrights, piledrivers, flooring mechanics, and resilient floor coverers in the organization worked in the construction of steel mills and other industrial plants, homes and buinesses, and roads and bridges.
Series 1 - Minute Books
This series consists of 11 bound volumes of the minutes of regular and special meetings of the local from 1922 through 1982. Early minutes are handwritten, but some later ones are typed. Many typed minutes are duplicates of handwritten ones that are included in the volumes. The minutes reflect the growth of the union local during the rise of the industrial era and the struggle of the union to gain acceptance among contractors and standing among carpenters and other craftsmen. The early efforts of the union included the establishment of a standard wage scale, seeking cooperation with other labor organizations, and assertingits authority to its members through working rules and penalties for violations of those rules.A stark void exists among the minutes for the depression years, but the World War II years are amply covered by volumes which touch upon patriotic issues and wartime labor shortages. Postwar economic issues also receive a large amount of attention as the union faced an initial recession and then a boom in area building starts. The local also continued its efforts toward better wages and benefits, abandoning its more passive pre-war tactics in favor of strikes and strike threats. The union also expanded the scope of its membership to include various artisans who were associated with carpenters and joiners. The local's ongoing effort to build its own meeting hall also continued as the union became well-established in the Warren community and involved itself in civic affairs and charities. The period of the 1950s and beyond were marked by inter-union friction and a decline in industry in the area that precipitated the demise of the union during the 1980s. Generally, the minute books contain records of correspondence to the local, notations of financial decisions, records of elections, and lists of new and visiting members. The main deficiency of the volumes containing minutes is that gaps exist in the collection for the years 1930 - 1941, 1957 - 1964, 1970, 1975 - 1978, and post-September 1982.
Series 2 - Day Books
These consist of 4 bound volumes, which contain records of the local's receipts and expenditures. The books are an excellent source for membership information in that they note the payment of dues and the suspensions, deaths, and relocationsof local members. Day books encompass a relatively small part of the collection and cover the period of September 1916 to April 1929. Entries are not necessarily in chronological order.Series 3 - Due Books
This is the largest part of the collection and offers a complete run of volumes for the period of 1916 - 1932. In the pages of the dues books, the names of individual members of the local and their yearly contributions are recorded along with the dates of their initiations, dates of birth, and addresses.Series 4 - Miscellaneous Records
Included in the miscellaneous records are surviving items from the office files of Local 1438. A copy of the constitution and laws of the union for 1963, a number of agreements betweenthe Carpenters' District Council of Mahoning, Trumbull, and Mercer Counties and the Builders' Association for the Mahoning Valley from 1957 to 1978, and copies of the by-laws of the district council are among the items. Also included are records relating to labor regulation activities of the War Adjustment Board for 1944 - 1946 and materials reflective of the civic activities of Local 1438.Series 5 - Photographs
This series consists of several photographs of construction sites between 1950 and 1954 and group photographs of union members for the period between 1955 and 1957. Both the work activities and union activities of union members are depicted.Series 6 - Engineering Drawings
This series is comprised of two sets of drawings. One set, dated 1983, calls for a coke battery rebuild for the Jones and Laughlin Corporation's Campbell Works in Youngstown, a project which, if completed, would have signalled extended activity at the plant and new work for carpenters and joiners that might have postponed the end of Local 1438. The second set of drawings, dated October - December 1952, consists of plans for the construction of a long-discussed headquarters building for Local 1438.
