Scope and Content

The Charles J. Carney Papers consist of materials dating primarily from Carney's later years in office, 1975-1978, and occupy four cubic feet. The collection is organized into twelve series and is divided topically into folders. These folders are arranged chronologically within each of the groupings. The one exception is the folder entitled Correspondence, this is arranged first alphabetically then chronologically.

Charles J. Carney was born April 17, 1913, in Youngstown, Ohio, the eldest of 13 children of Florence Grimm Carney and Michael G. Carney, and was raised in Campbell, Ohio. He attended Sacred Heart Grade School on Youngstown's eastside and graduated from Campbell Memorial High School in 1931. Carney attended what is now Youngstown State University and received honorary degrees from Central State University in Wilberforce, Ohio and the College of Osteopathic Medicine and Surgery in Des Moines, Iowa. On November 12, 1938, he married the former Mary Lucille Manning. They had two children, Mrs. Mary Ellen Leshinsky and Mrs. Ann M. Murphy.

From 1934-1950, Carney was a member of the United Rubber Workers Union, Local 102, serving as staff member, vice president and president. He also was a staff representative for the United Steel Workers of America, from 1950 to 1968, and vice president of the Mahoning County CIO Industrial Council.

Carney was elected by special election to the 91st Congress and 92nd Congress as a Democrat representing the 19th district of Ohio on November 3, 1970 to fill the vacancy caused by the death of Michael J. Kirwan. He was reelected to three succeeding Congresses and served from November 3, 1970 to January 3, 1979. Carney ran unsuccessfully for his forth term in 1978 when he was defeated by Lyle Williams. In Congress, Mr. Carney served as Chairman of the Veterans' Affairs on cemeteries and burial benefits and the Congressional Steel Caucus. He also was a member of the Select Committee on Small Business and the Committee on Interstate and Foreign Commerce.

Carney's congressional career was, however, marred by controversy. In 1981, Carney was accused of accepting free use of a gasoline credit card from the Lyden Oil Company totaling to a sum of over $10,000, in exchange for political favors. Carney also acquired over 80,000 books free of charge from The Library of Congress. Because of Carney's excessive use of this Congressional privilege stricter controls were then enforced.

Carney resided in Youngstown until his death on October 7, 1987. He died of a heart ailment complicated by pneumonia.

Series List

Series 1 - Press Releases

The records in this collection include press releases arranged chronologically from January 22, 1971-November 3,1978. The topics covered by the press releases include grant notifications, monies received and spent in the 19th District, and constituents' acceptances to military academies.

Series 2 - Newsletters/Drafts

The second series is Newsletters/Drafts which range from March 1971-September 1978. These newsletters were sent out to constituents to update them on the federal and local issues that affected the district. Included in these newsletters are surveys and their results.

Series 3 - Extension of Remarks

The Extension of Remarks of Carney are indexed photocopies of a scrapbook of the Congressional Record from December 30, 1970-September 27, 1978. (May 11, 1977 is not indexed and has been placed at the end of the series.) The Extension of Remarks are the comments that were made by Carney on the floor of Congress. The types of information found here are tributes to constituents, explanations of bills passed, and death notices of prominent citizens of the district.

Series 4 - Newspaper Clippings/Articles

Newspaper Clippings/Articles contain materials primarily from the Youngstown Vindicator, Warren Tribune, and The Plain Dealer. Photocopies were made of the original scrapbooks compiled during Carney's years in office. Many of the articles deal directly with Carney, while others relate local political issues, economic problems, proposals, and lawsuits. The indexed series ranges from 1972-1979 with the majority from 1977.

Series 5 - Campaign Materials

Series five of the Carney Papers are campaign materials arranged chronologically from 1974-1878. Contained in this series is Carney's statement to announce his plan to run for reelection, a resume, propaganda put out against Carney, debate notes, endorsements, and newspaper clippings of his defeat in 1978.

Series 6 - Speeches and Research Materials

The materials in this series are the actual speeches, drafts, and research materials used by Carney when writing and presenting speeches to groups of constituents such as veterans, or the Iron and Steel Engineers.

Series 7 - District Materials

District Materials is one of the largest series in this collection. This series is made up of materials that directly effected the people of the 19th district of Ohio. Included in this series is information on Public Works Program, General Revenue Sharing Reports, Grants, Labor/Management Citizens Committee, Michael J. Kirwan Post Office Dedication, Home Canning Equipment Shortage, Youngstown State University Urban Renewal Project, Constituent Requests, and other Miscellaneous materials. Of particular interest is the folder on James A. Traficant, which contains information on Traficant prior to his political involvement. Another point of interest is the Labor/Management Citizens Committee which was formed by Charles Carney in order to maintain harmony between employers and employees.

Series 8 - Federal Materials

The series Federal Materials contains information on the type of issues that Carney was involved in as a member of the United States' House of Representatives. Included in this series are materials on the Energy Crisis, Subcommittee Progress Reports, Voting Records, Whip Advisories, Democratic Study Group Reports, Bills Sponsored and Co-sponsored by Carney, Speaker's Manuals, Travel Records, and other miscellaneous materials. Carney's Voting Records, Bills Sponsored and Co-sponsored, and Speaker's Manuals highlight Carney's political career. During his time in office Carney took many trips to places such as Japan, Italy, Australia, and U.S.S.R. While in these places Carney's primary objective was to visit steel mills in the areas. The Travel Records consist primarily of reports presented to the chair of the Committee on Interstate and Foreign Commerce.

Series 9 - General Records

The ninth series in this collection is made up of Correspondence, Addresses/Date Books, Appointment Books/Schedules, Message Books, Memorandums, and a Daily Log. The Correspondence is arranged alphabetically and then chronologically. If the letter is to or from Carney it is filed by the last name of the person other than Carney, otherwise they are arranged by the recipient of the letter. There are letters from national politicians such as Speakers of the House Thomas "Tip" O'Neill and Carl Albert, President James E. Carter, as well as local politicians like Lyle Williams, Jack Hunter, and Vincent Gilmartin. The Daily Log, Nov. 21, 1977-July 27, 1978, is a photocopy of the record that was kept of phone calls and personal visits of constituents to Carney's Youngstown office.*

Series 10 - Steel

The series entitled Steel ranges from 1976 to 1978 and is separated into three groups, General Steel Information, Ecumenical Coalition, and Congressional Steel Caucus. Contained in this series are primarily papers that relate to Carney's involvement with the steel industry and his efforts to prevent its collapse both locally and nationally.

Series 11 - Photographs

Two black and white photographs of Carney in his office in Washington, D. C. The other people posed in the pictures are unidentified.

Series 12 - Oversized

The oversized materials in this collection consist of two newspaper articles and one photograph. The newspaper articles are a propagandist mailing sent to Carney in efforts to persuade him to help impeach Richard Nixon. The second is a section of the Youngstown Vindicator devoted to the dedication of the Michael J. Kirwan Post Office. Lastly, the photograph is of the 105th Ohio General Assembly Senate and House of Representatives 1963-1964 taken in Columbus, Ohio.

The Ohio Historical Society acquired the Charles J. Carney Papers from Philip Bracy in 1987. Jane J. Sferra processed the collection in 1994.
