JOHN MILLER TO WORTHINGTON

Chillicothe Nov. 24th. 1812 --

Dear Genl.

I now do myself the pleasure of writing you, and would most certainly have done so much sooner, had not my absence from this place, for a consider- able time past prevented it -- but a very few days after you left this I was ordered to Franklinton, to sit on a Genl Court-artial, for the trial of Ensign Danl. D. Armstrong -- I only returned from that place on Friday last-

As it respects the trial of Ensign Armstrong I am not at liberty (at pre- sent) to say what was the decision of the Court-Martial, as Genl Harrison, has not yet made it public, and perhaps may not, as I am informed that, since the trial, the Genl. has accepted his resignation -- but this much I can say that the conduct of Mr. Armstrong when before the court, was not that of a Gentle- man, nor did he (agreeable to my wish and expectation) produce evidence to exculpate himself from the charges perfered against him, which were for en- 1 isting two men at Athens and discharging them for a premium, - he dismissed one for 10 dollars and the other for 16 dollars which facts were proven by the men themselves and others -- I have detained the men or soldiers of the U.S. they having been legally enlisted, but illegally discharged. --

In consequence of the resignation of Mr. Armstrong an appointment will be necessary to fill his place, permit me sir, to mention, the name of young Mr. John Stockton of this place, as to his character and qualifications I presume you are well acquainted - 2d Lieut. Willis Smith of the 19th. Regt. has also resigned on account of his bad health, and his resignation has been accepted of by the Secretary of War, pemit [me] to mention the name of Ensign Battal Harrison, as a propcr person to be promoted, in the room of Lieut. Smith-- and Mr. John Carrel of Steubenville as a fit person to be appointed as Ensign in the room of Ensign Harrison

I would also suggest the propriety of having a surgeon and surgeons Mate appointed, to the 19th. Regt. at present there is but one surgeon's mate, to wit: Doct. Marvin, and he has left this place to join the Army - in conse- quence of which I will have to be at the expense of hiring a Doct. to attend the troops at this place, until the appointments are made. -Doct. Raynolds of Zanesville was appointed one of the surgeons Mates for the 19th Regt. but was unfortunately killed at Detroit, at the time Genl. Hull surrendered. - In making those appointments alow me to suggest the propriety of promotion Doct. Marvin to the rank of Surgeon, and I mention as surgeons Mates, the names of Doct. Turney of Circleville, and Doct. Thos. Campbell of Steubenville -- with Doct. Turney I presume you are well acquainted, and I can assure you that no man stands higher where he is known, than Doct. Campbell. -

In making the above suggestions and recommendations to you, I trust sir your liberality will not suffer you for a moment, to suppose that I have any other views, than those of promoting the good and interest of the 19th. Regt. -- I merely mention them names [illeg.] and leave it to your better judgment to recommend them to the Secretary of War, or make such other selections as you may judge proper --

I am very happy of having it in my power to inform you, that the result of the Presidential Election in this state, is truly honorable to the State, and highly gratifying to the friends of Mr. Madison, of our excellent con- stitution, and of the honorable cause in which we are now engaged -- Out of about ten thous and votes given in this state, Mr. Madison obtained about seven -- The reelection of Mr Madison which I believe is now beyond the
