DUNCAN MCARTHUR TO WORTHINGTON Zanesville Feby 26th 1812 Dear Sir Your favour of the 4th Inst. I recd. on yesterday, for which you will be pleased to accept my sincere thanks. I shall not have time to answer it in detale until I reach Fruit hill - The legislature will adjourn tomorrow - A bill has passed fixing the permanent seat of government on the high bank, East of the Scioto, opposite Franklinton, and declaring that the sessions of the legislature shall be held there from and after the 1st of Decr. 1817 until the year 1840 -and that Chillicothe shall be the temporary seat, from and after the first of May next until otherwise directed by law - great exertions have been made, and perhaps will this day be made, to sus- pend the said law until the next session. I cannot however, believe that they will succeed - We have divided the state into six congressional districts, the third district, is composed of the counties of Ross, Pickaway, Scioto, Gallia Athens and Washington We have done little else of consequence except expending a vast sum of public money - You say, "if we push congress into a war we must not complain of the taxes which must be imposed to suport it." On this subject I can only speak for my self. I am willing to submit to the better judgment of congress in this case knowing, as I do, that they possess the best information on the subject - Should they declair war, and persue it in such manner as will be honourable to themselves and those engaged in it, I will cheerfully contribute my mighty - I am very sorry to hear that the bill for classing and acruing the militia has been past, in congress. It is well ascertained that [illeg.] valuable militia law can be passed by our legislature - and arms [illeg.] had in our state. your promis is sufficient on the subject of my business in the war office I doubt not but you will attend to it, and also to the bill fixing the west line of Virginia military district, Please to give my respects to Mrs. W. and family and accept the best wishes of your Ob.
