V HORNE TO WORTHINGTON
Zanesville 24th February 1812
The accompanying Return of the Number of the Militia, Arms & Accoutrements in this State is. forwarded for the Ceneral Government; Beleiving that you would like to see it I have taken the liberty to enclose it to you, with a request that you will hand it to the Secretary of State, or W-r as may be proper.
The delay of geting Returns from the Officers, and after all imperfect, has caused a delay in Compleating & forwarding this
It will be seen that the deficiency of Arms & accoutremts. is very great, and I those on hand being so various in their make & bore as to present but an indifferent barrier to an Invading Enemy This among other things is no doubt a great cause of the present alarm, not only along our frontier, but even in the Interior
The Governor is just about to set out for Marietta & informs me he has not yet recd. any instructions relative to the Rangers.
Yours with much regard
Genl. Thos. Worthington
