OSL FOOS TO MEIGS Franklinton Augt. 7. 1812 Dr Sir Your orders of the 5th Inst is now before me -- I was to the west- ward but hearing that Genl. Hull had sent an express to you I hurried home to attend to any orders that you might please to send -- you direct me to furnish 300 men from this Division & to have the organized into 4 Companies, and states Volunteer [?] under the laws of Ohio will be pre- fered - as difficulty will arise, can I get to Companies that will make 320 men -- as few light Companies have near 75 men -- the Law allowed them to be taken by Companies & to go under their proper officers, should 2 light Companies as one or a fraction be merged together, the law author- ising calling light Companies into service will be not complied with I therefore expect we will be compeld to raise more than 4 Companies to compleat the requisition of three Hundred -- the Franklin Light company is the largest light company in this Brgd they have turned out here this Day they will not be able to muster more than 50 more -- Will rifle man be accepted - will they be paid for furnishing their own arms -- Will government find rifled for those who have none -- I have written to the Commandants of the lower brigades in this Division to furnish their quota agreeably to your orders you will be so good as to answer the above enquiries by Major White who will hand you this -- Your orders for raising 1121 men in this division is going on, their will be a Brigade in this Division, as I am the oldest Brigadier in this division, I shall expect the command agreeably to the 32d. sec. of the militia law of this state -- Should the general government appoint the general officers for the requisitions of 5000 called from this state there may be some difficulty in geting them over the line. I have seen some of the oldest Brigadiers in other Divisions they seem determined to claim their right -- as this is as similar question seems to wear a serious aspect in some of the Eastern States your Excellencys early interference with the Genl. on this subject might be productive of much good your opinions on this subject by Mjr.
