yours of the 9th. was duly recd. and contents on its way to Genl. Cass --

According to the sugestion in a form letter I sent to Capt. Campbell 1 Keg powder & Sixty odd lbs. lead - It was left at Mount Vernon for him.

Jacob Fink[?] of the Lt. Dragoons, late Capt Peerce has returnd with the rest and is much embarrass'd in not geting his pay. Having been noted in the pay Rool as on duty with the artificers, is suppos'd to be the reason why he did not receive his pay as a Dragoon from the 8th October, and his Artificers pay up to the 18th, Octobr. He has a Certificate from Alexander Doke Capt of Artificers, that he served faithfully from the 18th. October to the 20th. Decemr. 1812. as is certified by your Excellency- How, or where, he is to get his pay seems to be a query not easily solved here. He is in distressing circumstances -- And in addition to that has lost his Horse, which he states to me was owing to his being in constent hard service in the Troop & for Expresses.

If your Excellency can point out the course in which he may obtain his pay, it will be rendering a service to a deserving man in distress.

He has got his discharge honourably, as the rect dated at Lebanon the 18th. January 1813.

The drafts for the present call on to rendezvous him to day I under- stand.

It is much to be regretted that the advance under Genl. Winchester has been cut off - These discouraging circumstances, has I fear had a bad effect in driving home many that are out & discouraging to those now calld I have little hope of Genl. Harrison doing much before spring, but I hope to see next Campaign conducted with double the effect on the Enemy to what we have suffered this.
