With every exertion the Troops will not more perhaps than Cross the River to day.

Upwards of thirty tents are provided & delivered -- Blankets knap- sacks &c are loudly called for -- and as far as practicable supplied, by the exertion of some Gentn Whom I appointed to Solicit & distribute them

Bill am coming in upon me for the purchase of every thing almost. The Tents will cost say about $10 a piece -- Axes have also been furnished about from 6 to 12 pr. Company -- As soon as they are of[f] I will Collect the several Bills & digest them into an Acct a transimit you a Copy

I yesterday recd from you the Capitulation of Genl. Hull's Army -- although it were in a great measure anticipated by expresses from other quarters - it gave a Considerable shock -- Hull is openly condem'd by Many as a traitor -- Is it possible to account for the disaster on other grounds?

From the tenor of the Account by those expresses & otherwise, I fear those towards the frontiers are struck with a panick -- and am sorry to say there are symptoms of it even here But it seems about to be preceded by a different spirit some aged Men have called on me for a form of Association to form Companies & tender then their services immediately

Major Miller has been Selected by the field Officers to Command the present Detachment

Three or four Waggons have been offered to carry the Baggage of the Detachment at the usual rate of payment for the Army -- some of the Colls. however seen determined to press a Waggon for each Company & saddle the state with exorbitant valuations of their apprecisement.
