Since writing the accompaning letter I have received a letter from General Beall, informing me that he shall march his troops into Wayne & Richland Counties which is contrary to express orders I have given him, He further mentions that he and several other officers have solicited You to approve of his conduct. I trust Sir Your Excellency will not intent- ionally establish a precedent which will at once destroy all subor[din- ation] in the Militia
