Sir

In addition to your ordinary supplies of Rations for the Army, within your Contract, you will immediately purchase, One Million and ninety eight thousand rations for the Northwestern army, and provide means for trans- porting the Flour whiskey, and small parts, as well as salt for packing the Beef which must be purchased on the hoof and driven to the Army -- You will correspond and consult with General Winchester, or officer commanding that army -- and make such arrangements as will better enable you to en- sure you an immediate supply, at such a points as may be necessary -- Fifty thousand Dollars will be placed to your credit, in the Bank of Pensylvania, at Pittsburgh -- You will immediately acknowledge of this & communicate, your arrangements & measures from time to time -
