9. He erected by proclamation the Land lying within the following Boundary, towit, Beginning at a point in the East Line of the 15th. range as surveyed in pursuance of the ordinance of Congress of the 20th. of May 1785, where the said Line intersects the South Boundary Line of the Military land; and running from thence North until it intersects the Indian Boundary Line; thence returning to the before mentiond and running South by the said range Line between the 14th. and 15th. ranges until it intersects the North Boundary Line of the Ohio Company's purchase; thence with the said No[r]thern Boundary Line due West to the North West Corner of the said Ohio Company's purchase; thence South six miles; thence with a Line drawn due West until it intersects the Western Boundary of the 20th. range of Townships; thence with the western Boundary of the said 20th. range to the beforementiond Indian Boundary Line, and with that Line of Limit to the beforementiond intersection of that Boundary Line, into a County by the name of the County of Fairfield.

He issued a General Commission for the Court of General Quarter Sessions of the Peace for the said County to Emanuel Carpenter, Samuel Wilson, Joseph Loveland, and a General Commission
