December the 7th. 1796 The Secretary granted a License to John Brown of Cincinnati to keep a Tavern at the house where he now resides forthe Term of one Year.

December the 15th. 1796 The Secretary granted a Li- cense unto Isaac Felty to keep a Tavern at his Dwelling house in Cincinnati for the Term of one Year from the 24th. Day of Novr Ult: the Date of his recommendation.

Decr. 31st. 1796 - per Post transmitted Copies to this Date to the Secretary of State

The Refusal of Captain May's Ser- geants to execute his "Warrants of Distress" was criminal as it is singular -- and no other Instance of this refractory Disposition has come under my Observation -

I take it for granted from your late State- ment and the Conversation we have former- ly had upon this Subject that we are not to calculate upon any Exertion whatever from the Town noncommssioned Officers to carry into Effect the militia Laws -- for I have no Doubt your Appointments have been made wit best Judgment --
