Early in January 1789, made my first Official Communications to the Secretary of Congress, with a Copy of all the Preceding Sheets, which were committed to the Care of General Gibson at Fort Harmar on the 27th. Jany 1789 -- to be lodged in the Post Office at Fort Pitt. W.S.
